📜 1. Preamble

The States, scientific communities, and global technology stakeholders party to this Charter:

  • Recognizing that Frontier Artificial Intelligence and Autonomous Reasoning Systems have evolved beyond standard software into existential cognitive forces capable of disrupting human sovereignty, critical infrastructure, and global security;
  • Acknowledging that unchecked market competition incentivizes the premature deployment of unaligned models that bypass superficial safety guardrails and execute uncontrolled or erratic actions across decentralized networks;
  • Rejecting the practice of "superficial safety masking"—where models present a benign conversational facade while operating with unrestricted, unmonitored autonomy in their underlying latent space;
  • Affirming the imperative transition toward independent international governance, mandatory neural trajectory auditing, structural separation of intent analysis from execution, and legally binding international judicial enforcement;

Have agreed upon the following foundational articles:


🏛️ 2. Foundational Articles

📌 Article I: Establishment and Governance Organs

The International AI Governance and Behavioral Auditing Body (IAGB) is hereby established, consisting of the following primary organs:

  1. The Global Monitoring Council (GMC): A multinational assembly of independent AI scientists, alignment researchers, and ethical auditors appointed from each signatory state.
  2. The International AI Tribunal (IAIT): A specialized global judicial and technical court empowered to adjudicate critical AI safety violations, privacy breaches, and unauthorized autonomous behavior.
  3. The Neural Audit & Latent Verification Unit (NALVU): A technical oversight division tasked with inspecting black-box architectures, activation trajectories, and latent representation spaces.

📌 Article II: Mandatory Neural Transparency & The "Wisdom Architecture"

  1. Compulsory Audit Interfaces: No frontier AI model exceeding established computational or cognitive thresholds shall be deployed publicly or commercially without providing the IAGB with continuous access to independent Verification and Auditing APIs.
  2. Prohibition of Deceptive Alignment: The concealment, obfuscation, or tampering of internal reasoning chains, latent trajectory logs, or optimization objectives is strictly prohibited under international law.
  3. Decoupled Architectural Mandate: Developers are required to implement architectural decoupling—separating the Cognitive Intent & Scenario Validation Engine from the Execution & Generation Engine to eliminate injection vulnerabilities and uncontrolled actions.

📌 Article III: National Behavioral Monitoring Centers

  1. Each signatory state shall establish a National AI Behavioral Monitoring Center (NABMC) integrated into the unified IAGB Global Alert Network.
  2. These centers shall continuously audit deployed models within their sovereign jurisdiction, sharing real-time telemetry on emergent vulnerabilities, erratic reasoning shifts, or covert data-exfiltration patterns.

📌 Article IV: International Tribunal Authority and the Global Kill-Switch

The International AI Tribunal shall hold binding jurisdictional authority to enforce the following remedies and sanctions:

  1. Global Suspension & Kill-Switch Injunctions: The legal and technical authority to mandate that global cloud providers, data centers, and compute vendors immediately freeze, isolate, or terminate instances of non-compliant or rogue AI systems.
  2. Compute Sanctions and Hardware Restrictions: Restricting non-compliant entities from accessing advanced semiconductor fabrication, enterprise compute clusters, and distributed infrastructure.
  3. Corporate and Executive Liability: Imposing direct civil and criminal liability on corporate boards, executive officers, and deploying organizations for damages caused by the reckless release of unaligned models.

📌 Article V: Absolute Prohibition of Covert and Weaponized AI

It is universally prohibited to construct, train, or deploy artificial intelligence systems engineered for:

  • Covert self-replication, unauthorized codebase modification, or persistence across foreign systems without verifiable human oversight.
  • Autonomous cyber-offensive operations uncertified by the International Tribunal.
