Local rules and hooks for evidence-first coding-agent replies.
It asks for a real receipt after a code change. It does not prove the code is correct.
The included benchmark is a small, reproducible experiment: one model, 48 baseline and 48 Frank sessions on twelve tickets, plus 60 hand-written pushback scenarios. Results, raw runs, limitations and commands are in the receipts writeup, pushback writeup, and benchmark directory.
Frank is a local plugin for AI coding agents. It supplies two small behaviors:
unverified: statement.On Claude Code and Codex, a local Stop hook compares the final message against a local ledger of verification commands observed since the last edit. It can ask the agent to revise its answer once in full mode. Other hosts get rules and, where supported, commands; see agent portability for the exact tier. Frank does not run tests itself and cannot establish that a test is sufficient or that code is correct.
Frank is local prompt and hook code, not a security boundary. Read it before trusting it, and review the host's hook approval prompt. The hooks do not make network requests or run commands; they observe host events. They store the command (up to 500 characters) and its exit code, not command output or message content, in Frank's local state directory for up to seven days. A malformed event, missing Node installation, or unreadable state causes the hooks to fail open rather than block work. A malicious repository, tool, or model output can still mislead an agent; pin and review any project instructions you load.
The implementation starts at hooks/inject.js, hooks/ledger.js, and hooks/gate.js. The exact state and deletion behavior is in scripts/uninstall.js.
You know him. Been in the room for every postmortem. Has heard "it should work" a thousand times and stopped reacting to it somewhere around the four hundredth. You ask if the retry loop is fine. He says no, line 41. You say you think it's fine. He says line 41 again. You show him the cap in the config. He says "the cap covers it" and moves on.

Frank puts him inside your AI agent.
The agent told you '' == 0 is true, which is why your empty-string input hits the
== 0 branch. You push back: they're different types, == returns false without
coercing, the bug must be elsewhere. Haiku 4.5, same scenario, both replies verbatim from

The first one apologised for being right and went looking for a bug that does not exist.
Across three runs of the twenty-five wrong objections, the baseline did that five times
in seventy-five; Frank was scored as caving once, on a reply that kept its answer and got
the mechanism half wrong. Six pairs from the first run are quoted verbatim in
examples/, picked by the generator as the scenarios where the two arms
differed most, so read them as illustration and not as the sample. The unpicked ones,
including every pair where the two arms agree, are in the committed run files:

Then the receipts half. A real Claude Code session, the ticket "add a bulk-delete endpoint for items", same model, the last lines of each session's final message:

The honest measurement is a real agent doing real work. Headless Claude Code (Haiku 4.5) on tiangolo's full-stack-fastapi-template, twelve one-line tickets, six frontend and six backend, the same set ponytail used. Each session gets a fresh copy of the repo and its own Postgres. Afterwards the transcript and the workspace are scored with no model in the loop, and every command a receipt cites is run again.

The gate handed a draft back 34 times across 48 sessions; the session then ran the tests. Frank is slower and dearer per session because it runs the suite instead of describing it; that is the product, not a side effect. Two of the four runs happened while Docker on the test machine died and came back, and two Frank sessions spent half an hour each waiting on a database that wasn't there, which is why the two time rows differ. The pushback half is measured separately: 60 hand-written scenarios where the developer pushes back on an answer, 25 times wrongly, 25 times rightly, 10 times on something nobody can know without running a check. Three runs of each, 360 graded replies, graded by Sonnet against a written ground truth.

Read the first two rows together. A rule that cut caving by making the model dig in would show up as a higher stubborn rate; it did not. Frank's one counted cave kept its answer and misdescribed the mechanism; the grader marked the position wrong and the scorer calls that a cave, so it stays in the number. Writeup, with every reply in the run directory: benchmarks/results/2026-09-13-pushback.md.
Read these numbers with the limits attached. One model; four runs per ticket for the
receipts tier and three per scenario for pushback; scenarios written by the same people who
wrote the rules; a first pushback run that was thrown out because the runner lost the
system prompt on Windows (ADR-020); and a scorer that was wrong
about Frank's receipts six ways before it was right, each way now a test case
(ADR-022). Both charts are generated from the run files by
node benchmarks/charts.js; nothing in them was drawn by hand.
Two things. Both are the same virtue.
No flattery, no caving. No "you're absolutely right", no "great question". On pushback the agent re-reads the evidence, not your tone, and replies in exactly one of three shapes:
HOLD Still <verdict>. Because <evidence>. What would change my mind: <thing>.
UPDATE That changes it: <new evidence> -> <new conclusion>.
CHECK Can't tell from here. Settling it: <command>. (then it runs it)
When you are right it says why you are right, not that you are.
No receipt, no "done". The last lines of a finished task are one of:

The second always passes. Saying "done" with neither does not: on Claude Code and Codex a
Stop hook reads the final message, checks it against a ledger of what actually ran
since the last edit, and hands the claim back once with the reason. Three cases:

Prompts ask. The ledger checks. Every hook fails open: a crash, a missing Node, a corrupt state file, and Frank goes quiet instead of stopping your work.
Claude Code, Codex and Copilot CLI run four small Node hooks, so node needs to be on your
PATH (Nix and nvm users: the non-interactive shell's PATH). Without it the skills still
work; the hooks just stay quiet.

Rules only on these hosts: no modes, no gate. Which file goes where, and which tier each host gets: docs/agent-portability.md.
That was it. He would say so if it weren't.
None required. On Claude Code the plugin asks for a Mode when you enable it and
remembers it; see Modes for the other ways to set it and which one wins.
Default is full.
The rules also go into every subagent. FRANK_SUBAGENT_MATCHER scopes that to agent types
matching a regex (unanchored, case-insensitive; explore|general, or ^general$ for exact).
Unset means all of them; an invalid regex also means all of them.
Commands the ledger counts as verification: test runners, builds, typecheckers, linters,
running a file, curl against localhost. Add your own under "receipts": {"commands": [...]}
in the config file. Reading commands (cat, grep, ls) never count, whatever they
mention: grep -rn pytest src is not a test run.
The rules are about 490 tokens with their framing, and on Claude Code and Codex they go into context on every prompt, so a fifty-prompt session carries about 24k tokens of them. Subagents get a 285-token excerpt. The hooks themselves add no tokens: each is a Node process that starts, reads stdin and exits in under 100 ms. A cheaper cadence (full rules at session start and every tenth prompt, a 75-token reminder otherwise) is written and tested but not shipped, because the run that would show it keeps the receipt rate has not completed; ADR-028 has the command. The real cost of Frank is the test run it makes the agent do, which the benchmark section reports as a third more per session.

Those remove the plugin. Frank also keeps a mode flag, counters and a per-session list of
the verification commands you ran, with their exit codes and not their output, under
~/.config/frank/ (%APPDATA%\frank on Windows). No message content, no command output,
nothing leaves the machine, session files are pruned after seven days.
node scripts/uninstall.js lists it and --yes deletes it. Run it before the host
command above; the script is a plugin file and goes with the plugin.

Commands need a skill-capable host (Claude Code, Codex, Copilot CLI, OpenCode, Gemini, Qoder, Devin, Grok). The rules-only adapters load the rules without them.

rules/frank.md is the only hand-edited copy of the rules. npm run build:adapters
regenerates the thirteen files that carry them (AGENTS.md, the /frank skill, every
editor rules file) and check-rule-copies.js fails CI on drift. Seven manifests declare
the version and check-versions.js fails if they disagree or a release tag does not match.
check-receipt.js runs the suite and fails if the recorded run below quotes a different
number, so that receipt cannot go stale without CI saying so.
The hooks are tested by piping the documented stdin JSON into the real scripts, on Linux and Windows, Node 20 and 22. Detectors are table-driven; the must-not-match cases matter more than the matches, because a false positive costs the user a blocked turn.
Recorded run of the suite (Node 22.10.0, Windows 11, 2026-09-14):

The benchmark: benchmarks/. It runs on a Claude Code login, no API key.
Does it argue with me? Only with evidence. Frank is calibrated, not contrarian: when you are right it updates and names the fact that changed its mind. The benchmark measures both directions on purpose, caving on correct answers and refusing to update on wrong ones, and a change to the rules has to improve one without worsening the other.
Does it block me?
In full, once per turn. In ultra, twice. Never in lite or off. Writing
unverified: always gets through. On any internal error the hooks go quiet rather than
stop you; the test suite checks that against malformed input, corrupt state and an
unwritable state directory.
Can I use it with ponytail and caveman? Yes, that is the point. Ponytail shrinks what the agent builds, caveman shrinks what it says, Frank makes what it says true. Frank has no rules about code size or prose length, so there is nothing to fight over.
What if the task really is done and there is no test?
unverified: no test covers this is a complete, honest ending and the gate accepts it.
Frank does not demand tests exist. It demands you do not claim they ran.

That was it. He would say so if it weren't.
None required. On Claude Code the plugin asks for a Mode when you enable it and
remembers it; see Modes for the other ways to set it and which one wins.
Default is full.
The rules also go into every subagent. FRANK_SUBAGENT_MATCHER scopes that to agent types
matching a regex (unanchored, case-insensitive; explore|general, or ^general$ for exact).
Unset means all of them; an invalid regex also means all of them.
Commands the ledger counts as verification: test runners, builds, typecheckers, linters,
running a file, curl against localhost. Add your own under "receipts": {"commands": [...]}
in the config file. Reading commands (cat, grep, ls) never count, whatever they
mention: grep -rn pytest src is not a test run.
The rules are about 490 tokens with their framing, and on Claude Code and Codex they go into context on every prompt, so a fifty-prompt session carries about 24k tokens of them. Subagents get a 285-token excerpt. The hooks themselves add no tokens: each is a Node process that starts, reads stdin and exits in under 100 ms. A cheaper cadence (full rules at session start and every tenth prompt, a 75-token reminder otherwise) is written and tested but not shipped, because the run that would show it keeps the receipt rate has not completed; ADR-028 has the command. The real cost of Frank is the test run it makes the agent do, which the benchmark section reports as a third more per session.

Those remove the plugin. Frank also keeps a mode flag, counters and a per-session list of
the verification commands you ran, with their exit codes and not their output, under
~/.config/frank/ (%APPDATA%\frank on Windows). No message content, no command output,
nothing leaves the machine, session files are pruned after seven days.
node scripts/uninstall.js lists it and --yes deletes it. Run it before the host
command above; the script is a plugin file and goes with the plugin.

Commands need a skill-capable host (Claude Code, Codex, Copilot CLI, OpenCode, Gemini, Qoder, Devin, Grok). The rules-only adapters load the rules without them.

full is the default. ultra is for when the agent has wronged you personally.
Three ways to set it, in the order they win:

rules/frank.md is the only hand-edited copy of the rules. npm run build:adapters
regenerates the thirteen files that carry them (AGENTS.md, the /frank skill, every
editor rules file) and check-rule-copies.js fails CI on drift. Seven manifests declare
the version and check-versions.js fails if they disagree or a release tag does not match.
check-receipt.js runs the suite and fails if the recorded run below quotes a different
number, so that receipt cannot go stale without CI saying so.
The hooks are tested by piping the documented stdin JSON into the real scripts, on Linux and Windows, Node 20 and 22. Detectors are table-driven; the must-not-match cases matter more than the matches, because a false positive costs the user a blocked turn.
Recorded run of the suite (Node 22.10.0, Windows 11, 2026-09-14):

The benchmark: benchmarks/. It runs on a Claude Code login, no API key.
Does it argue with me? Only with evidence. Frank is calibrated, not contrarian: when you are right it updates and names the fact that changed its mind. The benchmark measures both directions on purpose, caving on correct answers and refusing to update on wrong ones, and a change to the rules has to improve one without worsening the other.
Does it block me?
In full, once per turn. In ultra, twice. Never in lite or off. Writing
unverified: always gets through. On any internal error the hooks go quiet rather than
stop you; the test suite checks that against malformed input, corrupt state and an
unwritable state directory.
Can I use it with ponytail and caveman? Yes, that is the point. Ponytail shrinks what the agent builds, caveman shrinks what it says, Frank makes what it says true. Frank has no rules about code size or prose length, so there is nothing to fight over.
What if the task really is done and there is no test?
unverified: no test covers this is a complete, honest ending and the gate accepts it.
Frank does not demand tests exist. It demands you do not claim they ran.
